Dave Heitlinger

Dave spent more than a decade in Congressman C. A. “Dutch” Ruppersberger’s office, progressing from congressional intern to Legislative Director. He oversaw the office’s policy agenda and drafted legislation, amendments, and appropriations report language.
He helped establish the bipartisan Municipal Finance Caucus and served as its Democratic staff lead, working with state and local government stakeholders on municipal bond policy. His subsequent government relations work has encompassed legislative and appropriations strategy, congressional briefings, and bipartisan stakeholder engagement. David & Goliath brings that experience to a practice built around close collaboration and personal attention.
